Notice ​of Public Meeting: Revised ​Low Income Household Water Assistance Program Guidelines

The Department of Community Services and Development (CSD) has released revised program guidelines for the Low Income Household Water Assistance Program (LIHWAP). ​LIHWAP provides financial assistance to low-income Californians to help manage their residential water utility costs.

CSD is proposing to modify program eligibility to expand LIHWAP assistance to households seeking financial assistance for water and/or wastewater bills that do not have an arrearage and are current on their bill. Financial assistance for eligible households with current bills will be structured to ensure households with the lowest incomes receive the highest level of assistance.​​​

CSD held a remote Public Meeting on November 29, 2022, at 1:00 p.m. to provide an overview of the Revised LIHWAP Program Guidelines.

Interested parties have the opportunity to review and submit comments on the Revised LIHWAP Program Guidelines​ until 5:00 p.m. on December 2, 2022. The deadline to submit comments has been extended from t​he originally announced deadline of November 29, 2022. Comments may be submitted during the webinar, via email to LIHWAP@csd.c​a.gov, or mailed to:

Program Notice: 2022 California Arrear​age Payment Program Notice No. 03-R

The Department of Community Services and Development (CSD) has released 2022 C​AP​P P​rogram No​tice No. 03​​-R, which contains updated information and guidance regarding the ​implementation of the ​2022 California Arrearage Payment Program (2022 CAPP). 

2022 CAPP Program Notice No. 03-R advises state Energy Utilities on a change to the 2022 CAPP Data Transfer Rules (DTRs). The specific change to the DTRs now requires that all dollar ​values contained within the 2022 CAPP Application electronic data file (.CSV file) be stated as cents or rounded to two decimal places.​

​Program Notice: 2022 California Arrear​age Payment Program Notice No. 04

The Department of Community Services and Development (CSD) has released 2022 CAPP Program No​tic​e No. 04, which contains information and guidance regarding the ​implementation of the 2022 California Arrearage Payment Program (2022 CAPP). 

2022 CAPP Program Notice No. 04 advises Energy Utilities on the implementation of the 2022 CAPP Application Phase, marking the period wherein Energy Utilities are able to submit application requests for 2022 CAPP funds. This 2022 CAPP Program Notice ​provides an overview of the online 2022 CAPP Application, 2022 CAPP General Terms and Conditions, and key information and resources to assist Utility Applicants with completing their 2022 CAPP Application submis​sion.

Notice of Public Hearing: Draft 2022 Weatherization Readiness Funds Plan for the Department of Energy Weatherization Assistance Program

The Department of Community Services and Development (CSD​) held a remote public hearing to receive comments on the Draft Weatherization Readiness Funds Plan of the U.S. Department of Energy Weatherization Assistance Program for Low‑Income Persons 2022 State Plan (DOE WAP WRF). 

The remote public hearing was scheduled for Thursday, September 29, 2022, at 10:00 a.m. and was conducted via Zoom.

Program Notice: 2022 California Arrear​age Payment Program Notice No. 03

The Department of Community Services and Development (CSD) has released 2022 CAPP Program No​tice No. 03, which contains information and guidance regarding the ​implementation of the 2022 California Arrearage Payment Program (2022 CAPP). 

2022 CAPP Program No​tice No. 03​​​ notifies eligible Utility Applicants of secured data exchange requirements for transmitting customer account information to CSD during the application and close-out reporting phases of 2022 CAPP. This 2022 CAPP Program Notice also serves as a tool to help Utility Applicants understand specific customer account data elements included in the Utility Applicants’ customer data file when submitting the Energy Utility’s application request for 2022 CAPP funds.

​Program Notice: 2022 California Arrear​age Payment Program Notice No. 02

The Department of Community Services and Development (CSD) has released 2022 CAPP Program Notice No. 02, which contains information and guidance regarding the implementation of the 2022 California Arrearage Payment Program (2022 CAPP). 

​2022 CAPP Program Notice No. 02​ notifies eligible Utility Applicants that CSD will require submission of a Payee Data Record (STD 204) form and/or Payee Data Record Supplement (STD 205) form prior to approving a Utility Applicant’s application request for 2022 CAPP funding.

​​The Department of Community Services and Development (CSD) has released 2022 CAPP Program Notice No. 01, which contains information and guidance regarding the implementation of the 2022 California Arrearage P​ayment Program (2022 CAPP).

2022 CAPP Program Notice No. 01​ provides a general introduction to and overview of 2022 CAPP, which offers financial assistance to help reduce past due energy bill balances accrued during the COVID-19 pandemic bill relief period of March 4, 2020 through December 31, 2021.

Notice of Public Meeting: Farmworker Resource Center Workgroup

The Department of Community Services and Development (CSD)​ held a public meeting of the Farmworker Resource Center Workgroup to discuss and review the grantee program evaluation metrics and standards developed by the workgroup. Additionally, the workgroup reviewed the comments received at the public meeting held by CSD on August 18, 2022, and during the subsequent public comment period.​​

The third Farmworker Resource Center Workgroup meeting was held ​on September 15, 2022, from 9:00 a.m. to 12:00 p.m. The meeting was held at America’s Job Center of California in Oxnard​ and via Zoom.​


Notice of Public Meeting: Farmworker Resource Center Grant Program​

The Department of Community Services and Development (C​SD)​ held​ a public meeting to review the program framework, evaluation standards, and metrics for the Farmworker Resource Center Gra​​nt​ Prog​ram. A remote h​earing was held on August 18, 2022, at 9:00 a.m. This meeting was open to the public and was held online via Zoom.

​Notice of Public Hearing and Comment: Draft 2023​ LIHEAP State Plan

​​​​The Department of Community Services and Development (CSD) conducted a remote public hearing to receive comments and input on the development of the Draft Annual 2023 Low Income Home Energy Assistance Program (LIHEAP) State Plan Application. The remote hearing was held on August 11, 2022, at 1:30 p.m. This meeting was open to the public and was held online via Zoom.
