​Draft Request for Proposal: Low-Income Weatherization Program

Multi-Family ​Housing​ Administrator

The California Department of Community Services and Development (CSD) has released a pre-solicitation draft of the Request for Proposal (RFP) for an Administrator for the Low-Income Weatherization Program’s (LIWP) Multi-Family Energy Efficiency and Renewables Component. The LIWP Multi-Family Component focuses on energy efficiency and renewable energy upgrades for low-income multi-family affordable housing.

​ The purpose of this Draft RFP is to obtain public comment that will be used to help finalize the solicitation. To ensure high-quality solicitations that meet program objectives and community needs, CSD requests that interested stakeholders, subject matter experts, and community members review the Draft RFP and Program Guidelines and provide feedback for improvement. All comments must be submitted in writing via email to LIWP@csd.ca.gov by 5:00 p.m. Pacific Time on June 1, 2022.​


​Request for Proposal: Training and Technical Assistance 

for Energy Weatherization

The California Department of Community Services and Development (CSD) has released a formal Request for Proposal (RFP) for Training and Technical Assistance for energy-saving weatherization programs administered by CSD,​ including the federally funded Low Income Home Energy Assistance Program and U.S. Department of Energy Weatherization Assistance Program, and the state-funded Low-Income Weatherization Program. 

​The purpose of the Training and Technical Assistance RFP​ is to identify a highly qualified Contractor to provide technical services, research, and project development to CSD in support of its network of Local Service Providers. The Contractor will also provide training coordination and conduct field training for the weatherization services staff of Local Service Providers, and for the staff of a separate contractor providing Quality Assurance Weatherization Inspection (QAI) services. The anticipated maximum amount available for services under this procurement is five million dollars ($5,000,000). The successful proposal will be under an anticipated contract term of August 31, 2022 through July 31, 2025, conti​ngent on the availability of federal funds from year to year.​​

​​Request for Proposal: Low-Income Weatherization Program ​

Farmworker Housing Component

​The California Department of Community Services and Development (CSD) has released the Request for Proposal (RFP) for the Farmworker Housing Component of the Low-Income Weatherization Program's (LIWP) Single-Family Energy Eff​​iciency and Solar Photovoltaics (PV) Program. The purpose of the Farmworker Housing Component RFP is to identify up to two regional Farmworker Housing Administrators to deliver energy efficiency and solar PV services to single-family farmworker households across two regions, each consisting of nine counties. One Farmworker Housing Administrator contract will be awarded per region. This program component has an initial allocation of approximately $23.4 million from CSD’s Fiscal Year 2021-22 LIWP appropriation. Successful proposals will be under contract from July 1, 2022 through June 30, 2024.

Please refer to the RFP Section 5, Procurement Process and Information, for important deadlines and information regarding this procurement. CSD requests that Proposers send an email to LIWP@csd.ca.gov stating their intention to submit a Proposal by May 6, 2022. All Proposals must be submitted to CSD by May 13, 2022 at 5:00 p.m. Pacific Time.​

CSD has also released updated Program Guidelines​​ to outline the framework for the LIWP Single-Family Energy Efficiency Program and Solar PV Program component focused solely on farmworker housing.

California Arrearage Payment Program Audit Services

The Department of Community Services and Development (CSD) has released a Primary Request for Proposal for California Arrearage Payment Program (CAPP) Audit Services (2022-PRFP-80). The purpose of this PRFP is to solicit proposals from qualified firms to audit the expenditures of energy utilities and internal controls associated with the CAPP program. The deadline t​o submit a proposal is January 21, 2022 at 5:00 p.m.

​​Notice of Funding Availability​ - ​​2021 CalEITC+ Education and Outreach Grant​

​The Department of Community Services and Development (CSD), in partnership with the Franchise Tax Board, has released a Notice of Funding Availability (NOFA) for the 2021 California Earned Income Tax Credit Plus (CalEITC+) Education and Outreach Grant. 

The purpose of this NOFA is to inform interested parties of the availability of funding to increase awareness of available tax credits, including CalEITC, the Young Child Tax Credit, the federal EITC, and the federal Child Tax Credit for the 2021 tax filing season. Grant funds under this program must also be used to increase awareness of Individual Taxpayer Identification Number (ITIN) tax filing status eligibility, to make available ITIN application acceptance assistance to eligible noncitizen Californians at no cost, and to provide free tax preparation assistance services to low- to moderate-income individuals and families to increase the number of eligible Californians who file for the 2021 tax filing season.

CSD seeks to engage established organizations that maintain an existing community presence and trusted relationships, demonstrate extensive experience conducting similar outreach campaigns, and regularly interact with culturally diverse, hard-to-reach populations.

CSD seeks to engage established organizations that maintain an existing community presence and trusted relationships, demonstrate extensive experience conducting similar outreach campaigns, and regularly engage culturally diverse hard-to-reach populations. A pre-recorded Bidder's Conference was scheduled to be released on August 7, 2019. The deadline for submitting applications was August 19, 2019, at 5:00 p.m.

​​Notice of Funding Availability​ - ​​2019 Free Tax Preparation Assistance Grant​

​​The Department of Community Services and Development (CSD) has released a Notice of Funding Availability (NOFA) for the 2019 Free Tax Preparation Assistance Grant. ​

​The purpose of this NOFA is to support free tax preparation assistance among eligible, low-income Californians. The funding will build upon existing efforts to serve eligible populations that would benefit from no-c​ost tax preparation assistance and filing. A pre-recorded Bidder's Conference was released on July 26, 2019. The deadline for submitting applications was​ August 12, 2019, at 5:00 p.m.
