CAPP Program Notice 2021-08 provides additional guidance to state energy utility companies regarding the distribution of CAPP benefits to customers. This includes guidance regarding the meaningful benefit threshold and application of the “Waterfall” method to allocations for Community Choice Aggregators and Direct Access Electricity Load-Serving Entities. In addition, this CAPP-PN provides specific instruction to Investor-Owned Utilities that partner with Community Choice Aggregators and Direct Access Electricity Load-Serving Entities to ensure timely disbursement of CAPP benefits to customer accounts in compliance with CAPP directives.
