The Department of Community Services and Development (CSD) has released
CAPP Program Notice 2021-07, which contains updated information and guidance regarding the implementation of the newly established California Arrearage Payment Program (CAPP).
CAPP Program Notice 2021-07 advises state energy utilities on the implementation of the CAPP
Application Phase. The Program Notice provides an overview of the CAPP Application process, timelines, key information and documentation requirements, CAPP General Terms and Conditions, and other core responsibilities that accompany the administration of CAPP funds by state energy utility companies.
