Utility Assistance & Weatherization Provider

San Francisco residents may apply for utility payment assistance and energy efficiency services with Central Coast Energy Services. The Economic Opportunity Council of San Francisco is no longer providing energy services under the Home Energy Assistance Program (HEAP). Central Coast Energy Services is providing HEAP services on an interim basis until a permanent provider is identified.

Energy Services Offered:

  • Assistance with residential utility bill payment 
  • Emergency assistance with residential energy-related crisis (utility shut-off notices, energy-related life-threatening emergency) 
  • Home weatherization and energy efficiency

Documents required to apply for energy services include current income documents for your household and the most recent utility bill. Additional documentation may be required during the application process. Please contact the service provider for more information.

The Economic Opportunity Council of San Francisco is no longer providing services under the Community Services Block Grant. The Department of Community Services and Development is in the process of identifying a new Community Services Block Grant provider for the City and County of San Francisco. Until a new Community Services Block Grant provider is selected, residents seeking community services should contact their local family resource center or visit the website of the City and County of San Francisco to identify what services are available.
