RE: Los Angeles, Area D, RFA #: 2009-RFA-08
Notice is hereby given that the above referenced RFA has been withdrawn for amendment and reissue. This action is necessary because of altered conditions and programmatic exigencies concerning the proposed contract for the American Reinvestment and Recovery Act of 2009 (ARRA) Department of Energy (DOE) WAP (Weatherization), one of the contracts included in the offering.
Specifically, the DOE's performance benchmark requirement of 12,900 units or 30% of the state's program goal by September 30, 2010, makes expedited production throughout the state essential. With immediate production possible in Los Angeles Service Area D by employing the services of an existing service provider in the CSD network, the Department has opted to remove ARRA DOE WAP from the RFA announcement and issue the contract to an organization not involved in the RFA.
The removal of the ARRA DOE WAP from the offering cannot be effected by simple amendment and must instead be withdrawn and rewritten to preserve the integrity of the process and to conform to state contracting guidelines. It is important to note that the essential purpose of the RFA will remain intact, namely the selection and designation of service provider status for Los Angeles Service Area D, together with the programs and contracts associated with the withdrawn offering, exclusive of ARRA DOE WAP.
