Webinar: Community Solar Pilot Program Best Practices in Solar Development & Oversight

 As part of the California Department of Community Services and Development’s (CSD's) ongoing efforts to facilitate discussions of technical assistance needs for applicants and/or awardees in the Community Solar Pilot Program, an additional webinar is being held on Wednesday, August 29, 2018 from 1:00 p.m. to 2:00 p.m. to provide some perspectives on solar development, construction, and operational considerations. An overview of CSD’s Notice of Funding Availability will also be provided (documents available at www.csd.ca.gov/liwp).

The Community Solar Pilot Program is part of the Low-Income Weatherization Program, a California Climate Investments program funded from the State of California’s Cap-and-Trade auction proceeds through the Greenhouse Gas Reduction Fund.

Rick Brown of TerraVerde Energy will discuss important aspects that managing entities (e.g. school districts and other public agencies) need to consider in solar solicitations, contracting, construction management, warranties, and operations and maintenance. Accurate financial modeling that accounts for solar production, cash flows, and servicing debt and equity financing will be discussed as a crucial consideration for program design and oversight for these entities.
 
The potential of the Community Solar Pilot Program for stakeholders (school districts, affordable housing nonprofits, tribal governments etc.) that may be interested in including community solar for residences as an extension of their renewable energy plans will also be discussed.
 
Solar developers, financiers, etc. are also invited to provide brief perspectives on their involvement in solar development in California at the conclusion of the presentation. If you are interested in this speaking opportunity, please contact LIWP@csd.ca.gov.

Bidders' Conference: Community Solar Pilot Program

The California Department of Community Services and Development (CSD) will host an optional Bidders' Conference on the Notice of Funding Availability (NOFA) for CSD’s Community Solar Pilot Program on Thursday, August 16, 2018. The Pilot Program is part of the Low-Income Weatherization Program, a California Climate Investments program funded from the State of California’s Cap-and-Trade auction proceeds through the Greenhouse Gas Reduction Fund. Program Guidelines & Notice of Funding Availability: Community Solar Pilot Program

The State of California’s Department of Community Services and Development (CSD) has posted final Low-Income Weatherization Program (LIWP) Program Guidelines and a Notice of Funding Availability (NOFA) for the FY 2017-18 Appropriation Procurement for the Community Solar Pilot Program. LIWP is a California Climate Investments program funded from the State of California’s Cap-and-Trade auction proceeds through the Greenhouse Gas Reduction Fund. The Program Guidelines, NOFA and related materials, Public Comments, Hearing Transcript, and CSD Responses may be viewed at: http://www.csd.ca.gov/LIWP.

Written questions on this NOFA and Requests for Requirements Change to the NOFA must be directed to Tina Schaffer and submitted in writing via email to Tina.Schaffer@csd.ca.gov by 5:00 p.m. Pacific Standard Time (PST) on August 31, 2018.

Proposals in response to the NOFA must be received by October 2, 2018 no later than 5:00 p.m. PST by the CSD Contracts Unit in accordance with provisions outlined in the NOFA. 

Cal EITC Proposed Grant Methodologies and Allocations

The Department of Community Services and Development (CSD) is inviting interested parties to provide comments on the proposed methodologies and allocations for the 2018 Cal EITC Education & Outreach and Free Tax Preparation Assistance grants.
 
For the Fiscal Year 2018-19 State Budget, the California Franchise Tax Board (FTB) was allocated a total of $9.9 million to maximize participation and claiming of Cal EITC. Of this allocation, $5 million has been allocated to increase awareness of Cal EITC and $4.9 million allocated to support free tax preparation services in a manner that emphasized community-based organizations and non-profits. CSD is partnering with FTB to administer this funding under two grant programs.
 
CSD will accept feedback on the proposed methodologies and allocations via email at CSBGDiv@csd.ca.gov until 5:00 p.m. on August 1, 2018.

Notice of Advisory Committee Meeting and Public Hearing: Low-Income Home Energy Assistance Program

CSD will conduct a public hearing to present the proposed annual draft plan and allow the LIHEAP State Plan Advisory Committee and members of the public the opportunity to comment and provide input on the development of the 2019 LIHEAP State Plan. 

 

An Advisory Committee Meeting will precede the hearing and begin at 9:30 a.m., Tuesday, July 17, 2018, with the hearing scheduled for 2:00 p.m., at: California Secretary of State Office Building Auditorium, 1500 11th Street, Sacramento, CA 95814.

    Notice of Public Comment: LIWP Community Solar Pilot Program Design Outline

     

    The Department of Community Services & Development (CSD) has released a Community Solar Pilot Program Design Outline document to provide interested parties with updated information on the anticipated pilot program framework, and requirements for projects to be funded with $5 million of CSD’s California Climate Investments appropriation. Subsequent Program Guidelines will be released to detail the final program design and provisions. Awardees are to be selected through a competitive procurement process later this year. 

    CSD is accepting public comments on this document until June 6, 2018 at LIWP@csd.ca.gov.

    Questions will also be invited during a public webinar on the pilot program scheduled on May 31, 2018 from 10:00 a.m. to Noon. Webinar registration is available here.

    The California Air Resources Board (CARB) has also released the Draft Community Solar Pilot Quantification Methodology and Draft Community Solar Pilot Benefits Calculator Tool. These documents should be reviewed in conjunction with CSD’s Community Solar Pilot Program Design Outline. The documents are available at: www.arb.ca.gov/cci-quantification.

    CARB is accepting public comments on the Draft Community Solar Pilot Quantification Methodology and Draft Community Solar Pilot Benefits Calculator Tool until June 6, 2018 at GGRFProgram@arb.ca.gov.

    LIWP Community Solar Pilot Workshops

    CSD hosted a series of workshops in Fresno, Los Angeles, and Sacramento to promote awareness for the Low-Income Weatherization Program Community Solar Pilot. Through this Pilot, CSD intends to make up to $5 million available to fund Community Solar projects that benefit local, low-income constituencies. The purpose of the workshops was to: 

    • Build an awareness of Community Solar;
    • Inform interested parties of the opportunity to respond to an upcoming Notice of Funding Availability (NOFA); and
    • Foster partnerships among prospective bidders.

    CSD invited individuals to participate in these workshops from many pertinent areas of Community Solar, including solar project developers, local governments, community organizations, utility companies, affordable housing developers, investors, and others. By bringing these individuals and groups together, the hope was to encourage partnerships that can lead to innovative and impactful project proposals. In addition to presenting general project information, these workshops included round-table discussions on key topic areas, such as building partnerships, financing, and community development strategies.

    In July 2017, CSD released a Request for Information (RFI) to give interested parties the opportunity to provide feedback on the design of the proposed Community Solar Pilot. The Community Solar Pilot RFI can be found here.

    Request for Information (RFI): Single Family Energy Efficiency and Solar Photovoltaics Services

    CSD invites interested parties to provide information to expand the single family Low-Income Weatherization Program (LIWP). The information sought through this RFI is to be used for planning purposes only. The objective is to survey the marketplace for alternate strategies regarding energy efficiency retrofits and service delivery models to achieve significant greenhouse gas reductions in the single family housing sector.

    Request for Proposals: Large Multi-Unit Dwelling Weatherization Marketing and Outreach Services

    CSD is seeking proposals from qualified parties interested in providing marketing and outreach services for large multi-unit dwellings (MUDs) under CSD’s Low Income Weatherization Program (LIWP). The Large MUD Weatherization Outreach Services Provider (OSP) will promote property owners’ investment in weatherization services to targeted large MUD properties, in support of LIWP programmatic goals.

    Request for Qualifications: Large Multi-Unit Dwelling Weatherization Service Provider

    CSD seeks a highly qualified vendor to provide energy efficiency retrofit/weatherization and program coordination services to large multi-unit dwellings (MUDs) under CSD’s Low Income Weatherization Program (LIWP). The Large MUD Weatherization Service Provider for large MUDs will be primarily responsible for ensuring the LIWP-Large MUD Weatherization program component meets annual greenhouse gas (GHG) reduction goals and provides key co-benefits to the communities targeted for services under LIWP.
