Community Services & Development (CSD) is a state department of the California Health and Human Services Agency. CSD administers federal programs to assist low-income families to achieve and maintain self-sufficiency, meet their home energy needs, and reside in housing free from the dangers of lead hazards.  In addition, CSD administers a state-funded Naturalization Services Program that assists legal permanent residents in obtaining citizenship. CSD works with a network of more than 100 agencies throughout California that provide services and programs directly in the community.
