Prisoner Reentry

BACKGROUND

The Department of Community Services and Development (CSD) is pleased to announce that it has been awarded $450,000 under the 2007 Prisoner Reentry Initiative (PRI) Competitive Grant administered by the U.S. Department of Justice, Office of Justice Programs’ Bureau of Justice Assistance.

CSD will use the awarded funds, plus potential match funding from the U.S. Department of Labor, to launch a pilot project designed to reduce recidivism and to improve the quality of life for the reentry population by helping returning offenders find work and access other critical services in their communities, as well as to provide pre-release assessment, programming and services, transition planning, and post-release supervision and coordination of services.

PARTNERSHIPS & SERVICE AREAS

As part of this pilot project, CSD has partnered with three agencies, California Human Development (CHD), Associated Community Action Program (ACAP) and Second Chance, to form the Community Action Reentry Project (CARE), and will focus on working with the inmates and reentry population from selected detention facilities located in Alameda, Sonoma and San Diego counties.

The CARE partners will establish Advisory Councils in each of the three service areas.  Each Advisory Council will include, at a minimum, representatives from the detention centers, probation, community corrections, local law enforcement and pre- and post- release community service providers. The Advisory Councils will play an important and active role in the implementation of this project.

UPDATE

CSD and its CARE partners met on January 22, 2008 to discuss project progress and implementation, measurable outcomes and reporting protocols.  Major activities for the upcoming months will include a kickoff in the enrollment of program participants and assessment of participants through the use of innovative methods, delivery of pre- and post-release services, and the first phase of tracking and reporting the progress of participants.
