The Naturalization Services Program (NSP) provides services to assist legal permanent residents in becoming naturalized citizens and is subject to annual funding via the California Budget Act. Contracts with local community service providers generally are for an eighteen (18) month term.

September 23, 2008: Naturalization Services Program Eliminated in the 2008-9 Budget
On September 23rd, Governor Schwarzenegger signed the 2008-9 budget which addresses California’s $15.2 billion budget shortfall with a combination of cuts and increased revenues and which includes measures to achieve long range budget reform. In order to achieve a balanced budget the Governor made an additional $510 million in General Fund reductions.
Included in the new cuts is the total elimination of the longtime CSD Naturalization Services Program.
All of us are losing an extremely important and effective community-based program. We can be very proud of the work that CSD staff and our network have done to serve immigrants on their path to citizenship. Hopefully, when economic times turn better (which they always eventually do) CSD will be ready and willing to pick up the program right where we left off.
What’s New!
Beginning September 23, Community Services & Development (CSD) will be hosting EARS from a different server and the installation of the new EARS certificate is mandatory for all EARS users. Clicking on the EARS link, will forward any user that currently has the old certificate installed to the new EARS location where they can download the new EARS certificate.
